Is it OK to stabilize =dev-haskell/text-icu-0.6.3.7 ?
If so, please CC all arches which have stable keywords
for older versions of this package.

I've fixed dependencies, so we will have to wait before stabilization

Arches, please go ahead. This package has a test suite -- if it passes, that should be enough.

I've already tested on amd64 and everything looks OK there.
