util-linux recently got blacklisted.

blacklisting it causes an issue with all packages that depend on util-linux. not all packages that depend on util-linux actually use any functionality from it.

if i unmerge the package my world update breaks, and i won't be able to reinstall it unless i manually unmask it again.
