Using a template system, generate new gpg keys and at least one subkey.

1) create a council approved/endorsed gpg spec template
2) add user selection of the template to use if multiple available
3) walk the user through the template, aquireing the data.
4) create the key(s)
5) upload the key(s) to keyserver

Basic key creation is now working.

Now needs:

 -- user config file creation/default use: bug 526108
 -- templates served via api.gentoo.org
 -- multiple template selection
 -- upload key action & libs

gkeys has expired for the last time.

Closing, it never made it to production.
