Can perl pick this one up please. We can add a use flag test to the tinyca ebuild to check for gnome in use flags, but that isn't going to help in the least if you changed use flags midswing (ie, installed gtk-perl without gnome support, then installed tinyca with gnome support). I'm open to better suggestions, but there's no easy way to enforce this one. Can't fix this really.
