Mirrorselect fails to retrieve the mirror list when behind a proxy.
Previously fixed in bug 17983



Reproducible: Always

Steps to Reproduce:
1. mirrorselect --deep --http --servers 5 --blocksize 10


Actual Results:  
ERROR: Could not get mirror list. Check your internet connection.

Expected Results:  
* Downloading a list of mirrors... Got 221 mirrors.

Fail on attempting to hide proxy variables, correct list:

Modern version uses ssl-fetch lib which supports proxies
