I can't see a difference between the iso8601 implementation or test from 2.8 to 2.9. Is the test failure in 2.9 100% reproducible? Created attachment 374234 [details, diff]

Yes, tests never worked fine in 2.9.

Also, considering that GST observes DST while AMT doesn't, I'm inclined the think that this is not directly related to the time zone.
