I can't see a difference between the iso8601 implementation or test from 2.8 to 2.9. Is the test failure in 2.9 100% reproducible?

Yes, tests never worked fine in 2.9.

Which time zone is that exactly? I tried to reproduce it with GST (Asia/Dubai) and AMT (Asia/Yerevan) and it worked both times.
Also, considering that GST observes DST while AMT doesn't, I'm inclined the think that this is not directly related to the time zone. Can you please also report the failure to the given mailing list ([e-mail])?
