I am trying to convert stage3-amd64-hardened+nomultilib-20140116.tar.bz2 to to an selinux profile.  In the chroot, after selecting the new profile, emerge --deep --newuse -u @system fails during the compile of sed with:

x86_64-pc-linux-gnu-gcc -DHAVE_CONFIG_H -I. -I..  -I../lib -I.. -I../lib -DLOCALEDIR=\"/usr/share/locale\"   -O2 -pipe -MT execute.o -MD -MP -MF .deps/execute.Tpo -c -o execute.o execute.c
execute.c:35:29: fatal error: selinux/selinux.h: No such file or directory
compilation terminated.
make[3]: *** [execute.o] Error 1
make[3]: Leaving directory `/var/tmp/portage/sys-apps/sed-4.2.1-r1/work/sed-4.2.1/sed'

Adding the following to the RDEPEND list of sed resolves the problem.
selinux? (sys-libs/libselinux)
