The project page says "SilverCity is a lexing package, based on Scintilla, that can provide lexical analysis for over 20 programming and markup langauges. Scripting language bindings currently exist for Python."

I don't know exactly what it is but I want to use it from PyDS.

A few suggestions:
The RESTRICT line won't be necessary if the ebuild is added into portage. This way the gentoo mirrors will be used. However, as long as this ebuild isn't official, you better add the RESTRICT line yourself.
A correction should be made in the DESCRIPTION line.
I suggest app-text/ for this one.
