I don't know much about bugzilla and, then, I am not sure if would be possible but... often people CC arch teams while bugs are assigned to bug-wranglers (not sure if it's always by error or it's a try to get the bugs reassigned/attended faster). Would be possible to prevent people with "normal permissions" (not like devs or people with extended permissions) to CC arch teams *while* the bug is assigned to bug-wranglers?
