patch to giflib

Thank you for your work. I put a patch to giflib here. I am not sure whether this is accpetable for Gentoo to patch dependencies for a package. Wish this can fix the problem.

ncbi-tools++ was removed from the tree it seems, so these bugs aren't relevant anymore.
