That new subfolder is added since KDE SC 4.12.

Sorry for the late response. 

Unfortunately, I really don't know. I don't use kmail daily as my main email client, and I noticed this missing part only accidentally when playing with ArchLinux and found a new menu item which was absent in Gentoo.

Thanks for reporting. This is fixed in kde-base/kmail-4.12.3-r1 and later. Please sync in some hours to get the changes.
