qtconfig icon installation cannot be fulfilled as qtconfig is either not distributed in the macosx package or removed in earlier stage.
Whatever the cause, tools/qtconfig/images/appicon.png does not exit and therefore triggers the error.

Can you please provide some emerge --info, as well as the failing build log?
