Add an "nls" USE check.

Since I have my LINGUAS and LANG variables set specifically to only "en" and my USE string contains "-nls", I was surprised at the amount of languages and translations installed.  I looked at colord and discovered that the configure script has a --disable-nls switch.

To be completely accurate, there is probably a "nls? ( dev-util/intltool )" compile-time dependency.

Reading the configure, it doesn't seem to make intltool optional

Nice catch, you're correct.  Good thing I left it out of the patch attachment after all! :)

Just checked it respect my locales ("es" in this case), at least with:
[ebuild   R    ] x11-misc/colord-1.0.3:0/1  USE="gusb introspection scanner systemd udev vala -examples -extra-print-profiles" 0 kB
