The net.example.bz2 file no longer resides in the openrc doc folder but in openrc:

Also http://www.gentoo.org/doc/en/openrc-migration.xml should be extending by deprecation note or warning about tha since sys-apps/openrc-0.12.4 net.example was moved to net-misc/netifrc package.

Yep, since netifrc has been moved into separate package, file location changed as well, confirming this
