NetworkManager can not be compiled without a dhcp client, which is extremely annoying due to my setup having a single static ip address.
My question is if we can port newnet to systemd as a service so it can just do its config job.

You can use netctl, which is just as versatile as newnet, under systemd.

I will try it but i was hoping newnet could be seperated from openrc and then add service to systemd since then newnet would work for openrc and systemd.

Might be as versatile, but using it means learning a new configuration syntax.

I successfully set up netctl btw.
I dont know if gentoo should just switch to netctl.
Why spend development time on netifrc when there is netctl.

netifrc has supported systemd for more than a year.
