Of course, sys-libs/libcap has sys-apps/attr in RDEPEND and thus this is no mystery.
I suggest making this a REQUIRED_USE case once the ebuild got bumped to >=EAPI-4

i don't see the linkage.  please post the exact information that led you to this conclusion.
