after upgrading to portage/emerge 2.0.11 the ._cfg0000make.conf had the old cvs.gentoo address couldnt rsync. theres another who posted to "all things gentoo" with the same probelm today 7/11.

this is fixed in recent Portage versions (2.0.15+)?
