Bug 488836 – Repoman copyright check fails without CVS repository

Repoman will not check the validity of the Copyright header if the tree being checked is not in a CVS repository. This is related to the solution for Bug 324075.

Reproducible: Always

Steps to Reproduce:
1. Write or update an ebuild and forget to update the copyright header to 2013
2. Place the ebuild into an overlay that is not in any version control system
3. run repoman full -d on the overlay
Actual Results:  
Repoman will not report any errors for the copyright header

Expected Results:  
Repoman should flag the copyright header as invalid

proposed fix for bin/repoman

This patch adds "No VCS" as a version control system that tracks mtime and runs the copyright header check.
