gnome-panel-2.6.1 depends on gconf-2.6.1, but the ebuild states:
'>=gnome-base/gconf-2.3.3'

Just confirming this, for whatever that's worth.

If the current gnome-panel ebuild is attempted configure will give an error about the versions of libraries installed, indicating that gconf must be at least version 2.6.1:
