as cvs does for /var/cvsroot/, for those who have multiple repositories in it.

cvs doesn't for /var/cvsroot AFAICT.  Since you can move the repository around, I don't think this is necessary.

This dir is not even created by the normal code, only by the config code. It is only used for the locations in the example/default configuration.
