# qlist -e firefox | grep .mkdir.done | wc -l
92

These files are apparently build process garbage.

Much more info is needed here. Please provide emerge --info firefox and attach a build.log please. I have checked a stable system and do not see a single trace.

Your language packages are not from gentoo but from upstream. I am lost here to what actually you expect us to do about it.

Ok, I assumed the files were created during the build process. In any case, why do you not have the files on your system? I have seen exclusions of .mkdir.done files in makefiles.

I do not have any language packs installed.

If you feel I have closed your bug and it is still a current issue, please reopen and update it completely. We will not work bugs that have no ebuild in tree any longer or can not be reproduced with a current system.
