I've just emerged a new baselayout and ended up with 20+ files needed updating in /etc (as reported by etc-update). Many of these I have never touched and are still in their default state, so can more than likely safely be replaced without question. 
 
Would it be a reasonable request for emerge to take a checksum of any files it puts in /etc, and then when etc-update runs, it can tell if a file has never been updated. Then it would be able to ether replace regardless, or flag the fact to the user, making the update process a little easier

you can use dispatch-conf instead of etc-update and edit /etc/dispatch-conf.conf. Don't forget to mkdir /etc/config-archive.

This is not reasonable for everyone. I wouldn't want the
default behavior changing on some packages. So I want to
see them all. etc-update is very easy to work with... You
can scroll up and down the list and pick the ones you want
to modify... and -5 the rest.

Someone needs to post a patch, if you really want this
feature for etc-update, as we don't really have time for it.

Try dispatch-conf.
