I was just re-installing from scratch and could not install udev as it failed during configure with a message that it need XML::Parser for intltools. I did not check whether it requires intltools nor whether they do require XML-Parser. Well, somewhere you need to add the dependency.

Please try `perl-cleaner --all` first; if that doesn't work, please reopen. *** This bug has been marked as a duplicate of bug 41124 ***

Hmm, too late to proof but I think I had no XML-Parser pre-installed in the stage3. Nevertheless, I just emerged it at that moment so you could also believe it just re-installed it after a python upgrade. Cannot say.
