I've cleaned up ebuilds that have long been arch superceded.

However, the use of the call to perl in this ebuild is necessary to build the contents of @INC. This isn't trivial, and can vary from machine to machine, and is necessary for the population of the PERL5LIB var which is used by the installation. Suggestions?
