sys-cluster/neutron initd file

This file is named quantum.initd because neutron client naming change is not complete. Actually services daemon files are called as in the old quantum project

Should be fixed, but please test, quantum/neutron is kinda finicky with the name change.

all ebuild versions updated

It doesnt work for me.

sys-cluster/neutron-2013.1.3-r5 adds a user neutron/neutron, and the script is looking for quantum/quantum

neutron init script

This is a temporary init script, until quantum is fully renamed to neutron. It addresses a few issues like neutron/quantum confusion and correct paths for plugins.
