Bug 482026 – net-analyzer/mk-livestatus-1.2.2_p2 version bump, migrate to python-r1.eclass

Here an update for net-analyzer/mk-livestatus including a Version bump.

Main changes since 1.2.0_p2:

 - Move to EAPI 5
 - Move to python-r1
 - Fix '-s' LDFLAGS stripping by moving to a patch instead of a sed what I consider more safe
 - As src/Makefile.am is modified, call eautoreconf and inherit autotools
 - patch for api/perl/t/perlcriticrc to remove the usage of Perl::Critic::Policy::Modules::ProhibitAutomaticExportation which does not exist since http://sources.gentoo.org/cgi-bin/viewvc.cgi/gentoo-x86/dev-perl/Perl-Critic/metadata.xml?r1=1.3&r2=1.4
 - PREFIX compliant
 - Refresh perl DEPENDs
