OCaml has a package system for locating different libraries installed on the system. On debian, when installed with opam, and on red hat, this library is installed in a package, and several programs (not in portage) have build systems which depend on this.

This is my proposed fix to the bug - it adds an appropriately templated META.camlidl to the ocaml directory, letting the ocaml package manager know about camlidl
