Sorry - This was my sloppiness and I convinced myself it was a duplicate while it seems to be brand new bug. I was able to turn it on/off by upgrading/downgrading the gnutls but I thought that I'm upgrading/downgrading 3.2.1<->3.2.2 while I was upgrading/downgrading 3.2.1<->3.2.3.
