Summary pretty much sums it up.
You have to downgrade to 1.1?
Maybe you should mask gtk-doc-1.2, I've had really many problems with it!
And make a gtk-doc-1.2 meta bug....

There is a meta bug for gtk-doc-1.2 issues, bug #46268.
