Paul Duncan, Chris Davies, and Richard Lowe of #gah on irc.freenode.net felt it'd be a nice touch to change the progress bar in wget from [=====>      ] to something like 8=======D   ].

once the patch released, I felt that gentoo would appreciate the patch.
updated ebuild contains USE="penis" flag, and applies the appropriate patch.
