Installed version:
sys-cluster/openmpi-1.6.4

I tried arpack-0.96-r3 and 3.12-r1, both versions result in the same issue.

what could that be?

mruueg, which mpi are you using?

As written in the first post: sys-cluster/openmpi-1.6.4

I can try it with older openmpi, when I get better internet access at home.

Can you reproduce the problem?

There are multiple reports about hanging configure with openmpi

Try it with sandbox disabled.  If that fixes the issue it's a dupe of #462602

Yes, it works with disabled sandbox.
