netctl-ifplugd@.service should be fixed. In Gentoo ifplugd is located in /usr/sbin.

$ grep ExecStart /usr/lib/systemd/system/netctl-ifplugd@.service 
ExecStart=/usr/bin/ifplugd -i %I -r /etc/ifplugd/netctl.action -bfIns
