How about new LOCAL USE flag 'noogg123'.
So why? Because, i don't (and maybe many others) use ogg123 for playing ogg file, and for building them vorbis-tools REQUIRED media-libs/libao and net-misc/curl.
But i wanna to use (and others) ogginfo, oggenc, oggdec, vorbiscomment, vcut. At the end it is GENTOO-WAY to have many variables to merge one packet.

So, my ebuild patch provides this features.

i think this is constituting USE flag bloat.  I don't want to add it.  The dependencies are small...
