icu doesn't build on uclibc without this patch (see attached patch please)
disclaimer: i don't remember where i took this from, and google is failing to find a the exact source of the patch

please post `emerge --info` and full build logs in every report like our documentation says to

if uclibc doesn't define U_TIMEZONE, then the logic there makes no sense
