It looks like this it the cause:

/var/tmp/portage/sys-apps/portage-2.1.11.62/temp/environment: line 2268: /dev/fd/62: No such file or directory

Is your /dev/fd symlink missing, like in bug 467566?

Yes, there is no /dev/fd.  

This machine is about 4-5 years old running Gentoo and I've never had a problem with upgrading portage over that time period.   Do you want me to add a symlink as suggested in  bug 467566?  I'm happy to help flush out how the problem came to be on this machine rather than performing a work-around to move forward.

Yes, go ahead and create the symlink.

If you are using sys-fs/static-dev, then we can mark this bug as a duplicate of bug 467566.

I did the following:

   atom ~ # ln -s /proc/self/fd /dev/fd
   atom ~ # emerge portage --oneshot

and portage successfully installed.  Thank you.  Let me know if you need any tests or diagnostics.
