Just tried (for the first time) in install with the latest release media (livedvd-amd64-multilib-20121221.iso). It stopped in the usual place, and asked me for the keyboard layout. I chose 12 (dvorak), and hit enter. Later on I see something like "loading keymap (us)" and sure enough, I get a standard keyboard layout. While this is easy enough to overcome ("loadkeys /usr/share/keymaps/i386/dvorak/dvorak.map.gz"), it should work correctly - and in fact it HAS worked correctly on every previous Gentoo (as well as many other distributions) image . Don't know what caused this regression, but it is worth pointing out.
