If udev-180 is going to be in gentoo mainline. Then at least include CONFIG_DEVTMPFS=y in the default config for gentoo-sources.

There is no excuse for not having a working install by default. Yes, it is an easy problem to fix, but seeing as you cannot have a running system without this option, I see no reason not to include it in the kernel by default.

You have missed a step in the handbook, which clearly mentions to enable it or use the genkernel config where it is enabled by default.

For more reasoning, see the duplicate bug #455880; I can tell one developer (ago) wants to push through better defaults, but he needs to get this checked by the kernel lead (mpagano) and probably the mailing lists as well...
