Can't configure a master for the newer nis based master/slave system from ebuild.

Reproducible: Always
Steps to Reproduce:
1. Set "NETSERVER on" in apcupsd.conf on master server.
2. Set "UPSTYPE net" & "DEVICE master.mydomain.com:3551" on slave.
3. Start the daemons

Actual Results:  
Slave can't communicate connect to the master.

Expected Results:  
Slave should read status from the master on port 3551. Unlike the old system,
the master is oblivious to the slaves.

An ebuild that configures nis master/slave binaries amoung other things

This ebuild introduces two application specific USE flags; apcnetmaster and
apcnetslave. I don't know how these are supposed to be defined in the general
Gentoo framework. I know other applications have flags that, frustratingly,
don't show up in the general USE flag list also...

This ebuild also uses the usb, icc, and cgi USE flags to tweak the resultant
binaries.

Please have a look at the apcupsd-3.10.16-r1.ebuild.
It added support for the gd USE-flag which is a good example how to handle local use flags.
