After emerging app-misc/ca-certificates-20130119,
it installs files that should not be installed...

/control.tar.gz
/data.tar.gz
/debian-binary

Probably a problem with the deb unpacker function in the unpacker.eclass
or lack of removal of these files in the install phase of the ebuild?...

See bug #458658 

This was fixed in unpacker.eclass, resync and reinstall again. This should fix it.
