After syncing my local portage tree, I run an `emerge -UDp world`, which attempts to upgrade to bootsplash-0.6-r11.  This fails, however, due to the fact that baselayout-1.8.6.13-r1 is still masked.

Reproducible: Always
Steps to Reproduce:
1. Have previously installed version of bootsplash
2. emerge sync
3. emerge -UDp world

Actual Results:  
The emerge failed with the following error:

Bootsplash -r11 has been moved to ~x86. Please DO NOT complain about similar errors if you use the -U option. Just make it -uDp world, and bootsplash will gracefully degrade to -r10 :)
