The ebuild isn't actually putting a sample config file anywhere. Disregard my last comment I must of accidentally deleted that file. We have post-install message, like
* Messages for package app-backup/rsnapshot-1.4.2:
* The template configuration file has been installed as
* /usr/share/doc/rsnapshot-1.4.2/rsnapshot.conf.default
* Copy and edit the the above file as /etc/rsnapshot.conf
