It contains a collection of generic and independent components such as meta-programming tests, smart pointers, containers, compiler building blocks, etc. libcutl is a dependency of build dev-db/odb. The suggested category "dev-db/" is probably not the right one for libcutl. The mentioned licenses already exist in /usr/portage/licenses
