I checked a bunch of other firmware packages and didn't see a blocker. Also if this is a bug in ivtv-firmware then it's assigned wrong. I do not believe that it is current policy to have mutual blockers on firmware, maybe we need to fix that? You have to have mutual blockers. I'll go through all of them and add a mutual blocker. Something is funny with your portage setup, Even with the current dependencies, it should not be possible to install linux-firmware while ivtv-firmware is present on the system or vice versa. Anyway, there is nothing which needs to change in the linux-firmware package, so reassigning to ivtv-firmware maintainers.
