1. mkdir -p /etc/portage/patches/kde-base/ksmserver
2. cd /etc/portage/patches/kde-base/ksmserver
3. copy the patch file to that directory
4. emerge -v1 kde-base/ksmserver

Let's wait a little bit and backport the patch once it's been committed upstream.

Fixed in 4.10.1
