app-dicts/aspell-hu and app-dicts/aspell-hy exist in portage, but have to be installed manually instead of being pulled in by linguas_XX useflag or LINGUAS environment vairable, when installing app-text/aspell

Reproducible: Always

Steps to Reproduce:
1. set linguas_hu/linguas_hy useflag (or LINGUAS in make.conf)
2. install aspell
Actual Results:  
hu/hy dictionaries are not installed

Expected Results:  
hu/hy dictionaries are pulled in as dependencies

Attached ebuild adds "hu" and "hy" to LANGS. Please provide a diff next time.

This package has no maintainer so this bug may go unnoticed for a long time.
