app-emacs/ddskk-14.2 and later (i.e. 14.3 and 14.4) still depend on app-emacs/apel, but apel is not necessary any more.

More precisely,
1. ddskk supports Emacs >= 21. Gentoo still has Emacs-18, but you can ignore it.
2. these versions of ddskk need apel only for GNU Emacs 21, but Emacs 21 is masked since Dec 2011. For Emacs >= 22, ddskk doesn't need apel. (Older ddskk versions do need apel.)

It's written in <src>/doc/skk.texi (in Japanese). Search for "APEL のインストール" for the point 2, and "動作すると思われる" for 1.
