I see that in Gentoo, Firefox Browser not have the Brazilian Portuguese Language Pack, but Brazil some Gentoo users. 
Please, include the pt_BR between the "possible" (LINGUAS=) language packs in Firefox and firefox-bin. 
I have in Mind that the Brazilian Portuguese language packs exists in some Overlays, as Palmer and _ROKO.

Most likely INVALID - at least 18.0.1 and 17.0.2 have this language pack.

In fact /all/ www-client/firefox ebuilds seem to have MOZ_LANGS="... pt-BR ...".

Note: these get translated into their underscore equivalent, so setting LINGUAS=pt_BR should get the right result.
