The docbook-sgml-utils scripts need a DSSSL parser, such as Jade or OpenJade,
but the ebuild doesn't have a dependency for that.

I also found out that some of the scripts depend on dev-perl/SGMLSpm.

0.6.11 has the new dependencies in it.
