Initial ebuild for PG2PLplot v0.2.0

I would like to submit an ebuild for the new software package PG2PLplot.  The ebuild should be in sci-libs/pg2plplot and the target repository is gentoo-science.  The ebuild is for version 0.2.0.

PG2PLplot is a library for Fortran codes with graphical output using the non-free PGPlot package, to assist the transition to using the FOS package PLplot instead.  The library's homepage is http://pg2plplot.sourceforge.net.

I attached an initial ebuild for peer review.
