I would be nice if it is possible to replace the arts dependency with an check for the arts use flag.
The configure scripts of both packages have the option --without-arts.
If you could add this feature I would be pleasesd.

Adding 'use arts && myconf="$myconf --with-arts" || myconf="$myconf --without-arts" ' to src_compile() should be enough.
